Properly define the product so it can be considered a "recyclable" item. Products that can properly be classified or described as a "recyclable" are generally given a lower classification or special rate consideration-either due to an effort on the part of the carriers to be sensitive to environmental implications or because of past requirements of the ICC which forced this differentiation. Regardless of the reasons, the shipper should be aware of the classification and appropriately take advantage whenever possible.

Qualify all applicable shipments to use the in-transit privilege by establishing intransit arrangements and maintaining appropriate documentation. Under this special provision, the local rate was paid to the intermediate point. When shipped to the final destination, the difference between the through rate from the original point of shipment to final destination, less the amount previously paid to move the product to the intermediate point, was paid to complete the transaction. There was a requirement to maintain all records necessary to be able to identify the shipments made to the intermediate point and which were eligible for the discounted total charges. This arrangement kept shipments tied to the mode publishing such arrangements, but is being replaced with appropriate contracts.
Specify exact pick-up or delivery times that are scheduled during overtime conditions and are chargeable under existing tariff provisions. Shipments are often scheduled for pickup at times that can result in excessive overtime charges by the carrier, properly collectable under tariff rules provisions. Often delivery cannot be accomplished because the receiver was not prepared to receive it at the time called for by the delivery schedule. If that is the case, in addition to premium charges, the carriers will bill an extra redelivery charge. A much better method would be to specify when the customer needs or expects delivery, then place the responsibility on the transportation group to execute the customer's needs in the best and most economical means available.
